![]() English Heritage’s draft guidance Posted by Tony Allen on 10th March 2011. English Heritage have published for consultation a draft Good Practice Guide under the above title. The deadline for consultation responses is 13th May 2011. The introduction to the Draft Guidance emphasises the importance of local listing for communities who can use the process: “…to build a sense of identity and distinctiveness by identifying heritage buildings, sites, spaces and places that matter to them, and ensuring that these values are taken into account when changes to them are proposed.” The draft also states that: “non-designated assets may be identified by a local list or during the process of decision making.” Thus confirming the concern which we have expressed previously, in relation to Planning Policy Statement 5: Planning for the Historic Environment, published last year, that the emphasis on non-designated Heritage Assets could result in relatively lowly buildings being identified as meriting preservation during consideration of a planning application for redevelopment of their site. That having been said, the Draft Guidance encourages local planning authorities to create a local list or revise an existing local list as part of the LDF process, and that this should be the usual way in which a building should be assessed for inclusion in a local list. Developers of sites which consist of or include existing buildings will therefore need to monitor this process in relation to such sites, particularly if they include or adjoin conservation areas, or include buildings which may be identified as having some local architectural, historical or cultural interest.
