Description:On 23 March 2010, the Department for Communities and Local Government (jointly with DCMS and English Heritage) published Planning Policy Statement 5 'Planning for the Historic Environment' and a Historic Environment Planning Practice Guide. These documents replace PPG15 and PPG16.
PPS5 largely adopts the approach of the 2008 Heritage Protection Bill, applying a common set of policies and planning criteria to a wide range of Heritage Assets, not just Listed Buildings and Conservation Areas but e.g. World Heritage Sites and Registered Parks and Gardens. It also creates a subsidiary category of other Heritage Assets, not specifically identified, whose significance may need to be taken into account in determining individual planning applications.
The new policies and guidance require a radically different approach on the part of all involved with the preparation of planning, listed building consent and other applications, and could result in delay and substantial additional cost for developers unless the issues are fully understood and addressed.
At this seminar, leading experts, including Mike Harlow, Legal Director of English Heritage, and Roger Dowty, Senior Conservation Officer of Brighton and Hove City Council will discuss the new policy approach of the PPS and its implications for developments involving 'Heritage Assets'.
